Public Comment for IDOT Amendment to FY 2024-2027 TIP
Each year the East-West Gateway Board of Directors adopts a Transportation Improvement Program (TIP) that allocates federal funds to transportation projects. The TIP is developed using priorities and procedures approved by the Board of Directors through the adoption of Connected2050. Throughout the year the documents are modified to include new projects or significant changes to projects as additional funding becomes available. Before a project is eligible to receive federal funds it must be included in the TIP.
Illinois Department of Transportation (IDOT) Program Summary
The Governor of Illinois released the Illinois Department of Transportation (IDOT) program on July 7, 2023 which was after the draft FY 2024-2027 TIP was released for public comment. IDOT has 14 projects that are scheduled for bid openings between now and January 2024. These projects were included in the FY 2024-2027 TIP so that the project bidding can occur without delay.
IDOT is requesting to amend the FY 2024-2027 TIP to add 79 projects at a total cost of $1.63 billion. Included in this amendment are 25 new projects and 54 projects reprogrammed from the FY 2023-2026 TIP. The description, project limits and costs for these projects by phase of work are summarized in this document. The phases of work are: preliminary engineering (PE), right of way Acquisition (ROW), and construction (IMPL).
EWG will accept comments on the amendment from September 1, 2023 through October 4, 2023.
Air Quality Conformity
The IDOT TIP amendment contains nine regionally significant projects with regards to air quality conformity. A new air quality conformity determination is not required since these nine projects were included in the modeling for the FY 2024-2027 Air Quality Conformity Determination which was approved at the August 30, 2023 Board of Directors meeting. The other 70 projects are not regionally significant or exempt with regard to air quality conformity.
