On August 31, 2018, East-West Gateway Council of Governments (EWG) issued the draft Fiscal Year (FY) 2019-2022 Transportation Improvement Program (TIP) and the related Air Quality Conformity Determination & Documentation (AQCD). EWG is now accepting comments from the public on these draft documents. The TIP and AQCD will be presented to EWG’s Board of Directors for approval on October 31, 2018.
EWG will accept comments August 31, 2018 through October 5, 2018.
Draft FY 2019-2022 TIP
The TIP is a four-year schedule of transportation projects planned by various agencies in the St. Louis region. Federal legislation requires that EWG prepare and approve the TIP for federal funds to be used on these projects. The TIP must be fiscally constrained and is the short-range component of the St. Louis region’s Long-Range Transportation Plan, Connected2045. The draft FY 2019-2022 TIP is a listing of federally funded transportation projects scheduled to be funded during the four fiscal years beginning October 1, 2018 and ending September 30, 2022. There are 778 projects included in the draft FY 2019-2022 TIP at a cost of $2.36 billion. Of these, 191 are new projects and 587 are projects carried over or reprogrammed from the prior year’s TIP. We encourage you to review and comment on new projects, reprogrammed projects, or provide general comments. Be sure the subject line remains “TIP Comments.”
Draft FY 2019-2022 AQCD
The AQCD is intended to ensure that the programs and activities proposed in long-range transportation plans and associated TIPs conform to the purpose of air quality State Implementation Plans, which set out benchmarks against which progress is measured in meeting national goals for cleaner and healthier air. The transportation conformity finding relates to those precursor pollutants produced by automobiles and other on-road transportation, generally described as “mobile source emissions.” More information about air quality conformity can be found on EWG’s air quality conformity page.
Draft Section 5307 Program of Projects (POP)
The Federal Transit Administration requires that projects supported by Section 5307 funds be provided in a separate list. Bi-State Development/Metro and the Madison County Transit District’s Section 5307 projects are listed in the Section 5307 POP. Section 5307 funds are available to Bi-State Development/Metro and Madison County Transit District for transit capital and transportation-related planning. Section 5307 projects are listed in the draft FY 2019-2022 TIP.

Attend an Open House
In addition to providing your comments via email, we encourage you to attend one of the open houses that we are holding throughout the St. Louis region beginning September 10, 2018 and going through September 26, 2018. You can also download a list of open house locations, dates, and times. The open houses will be in a drop-in format, with no set agenda; just arrive at any time during the two-hour window. You will be able to view the draft TIP, AQCD, project location maps, and other available information, and share your comments and questions with EWG and state Department of Transportation staff.

Participate in an Online Chat
