The Surface Transportation Program – Suballocated (STP-S) is part of the Competitive Programs that East-West Gateway Council of Governments (EWG) administers. STP-S projects, like all federally funded transportation projects, are included in the Transportation Improvement Program that EWG develops for the St. Louis region. STP-S provides flexible funding that may be used by State and local governments for projects to preserve and improve the conditions and performance on any Federal-aid highway, bridge and tunnel projects on any public road, pedestrian and bicycle infrastructure, and transit capital projects, including intercity bus terminals. This program is funded through the Surface Transportation Block Grant Program which was authorized by the current transportation law the Fixing America’s Surface Transportation (FAST) Act.
