Call for Projects – Illinois Great Streets – 2018

East-West Gateway Council of Governments (EWG) is seeking new planning project applications for a “Great Streets Initiative” project in the Illinois portion of the St. Louis region:  Madison, Monroe, and St. Clair counties.  “Great Streets” are streets that effectively serve auto, pedestrian and bicycle traffic along with possible transit service, while supporting cohesive, interesting, healthy, and economically successful communities.  This initiative seeks to empower communities to be advocates for better street design.

Applications are due no later than 3:00 p.m. local time on November 21, 2018.

Application Assistance Workshop

On November 8, 2018 EWG will hold an application assistance workshop to provide more information about the Great Streets Initiative and the application cycle.  The workshop will be held at 1 pm at the Illinois Department of Transportation’s District 8 office (1102 Eastport Plaza Drive, Collinsville, Illinois). A presentation by EWG staff will be followed by individual assistance. Staff will sit down with prospective project applicants in fifteen minute time slots on a first come, first serve basis.

The Application Form

You need to complete the Illinois Great Streets Application form to apply for funding.  The application form and supporting materials are due no later than 3:00 p.m. local time on November 21, 2018.  You may submit your application and supporting materials to EWG by email at GreatStreets@ewgateway.org or by mail to:

Eligible Projects

Projects eligible for funding are those for new planning projects and not for additional phases of a previous Great Streets project.  The project area must be located within the Illinois portion of the St. Louis region served by EWG: Madison, Monroe, and St. Clair counties.

Eligible Applicants

Any community within the Illinois portion of the St. Louis region served by EWG is eligible to submit an application for Illinois Great Streets funding.

Application Review

EWG will evaluate applications based on consistency with the Great Streets Initiative program, “readiness” of project sponsors to facilitate the planning process, and commitment to plan implementation.

Funding Available

Project funds will be available to provide planning support only.  Project sponsors will be responsible for implementation.  Project sponsors will need to commit logistical support and community engagement / outreach for the planning effort.  EWG anticipates funding one project and the total project costs will not exceed $465,000.  Twenty percent of this amount ($93,000) is the required local match amount.

Next Steps

Once a project has been selected, EWG will issue a solicitation to hire a consultant to provide the planning services.  EWG will work with the project sponsor during the procurement process to hire up to four individual consultants.
