Limited federal funding challenges the St. Louis region to sort through our growing transportation needs and high expectations to find the most strategic and
cost-effective transportation solutions. To meet this challenge, Council staff worked with regional stakeholders to develop a forward-looking plan that includes strategies aimed at
advancing the region's social, economic and environmental goals. The region's long-range tran sportation plan
acts as blueprint that will guide regional development over the next two decades. The Council formally adopted the region's current long-range plan, Legacy 2035, in June 2007. The plan is typically updated every four years.
Legacy 2035 was developed using a performance-based planning process centered on the needs of the transportation user and
organized around a framework of six focus areas including Preservation of the Existing System, Safety and Security,
Congestion Management, Access to Opportunity, Sustainable Development, and Goods Movement. This framework is used for evaluating regional transportation needs, organizing
strategies, and prioritizing investments in the plan. The goals and policies articulated in Legacy 2035 are the cornerstone of our regional planning and decision-making process.
Throughout the planning process, citizen engagement is key. Citizens representing diverse
interests from across our region are engaged for public input on a regular basis. Staff works with a broad cross-section of stakeholders and citizens on an ongoing basis to gauge public
perspectives on what needs remain most underserved and what direction the region should pursue to advance economic opportunities and improve quality of life for citizens. Each update
provides an opportunity to continue expanding our network of stakeholders to broaden our understanding of regional issues, and to improve our ability to cooperatively solve regional problems.
