Helping meet regional transportation needs remains a core function at East-West Gateway Every three years, the region's long-range transportation plan is formally updated, with the latest
plan, Legacy 2030, was approved by East-West Gateway's Board of Directors at its March 2005
meeting.
In 1994, the chief local elected officials of the bi-state, eight-county St. Louis region formally adopted a metropolitan transportation plan called Transportation Redefined. This 20-year plan issued a challenge to anticipate and act upon a future about which we have some assumptions, some uncertainties, and
many high expectations. Since 1994, two updates, Transportation Redefined II and Legacy 2025 have been subsequently adopted in
1997 and 2002.
Limited federal funding challenges the St. Louis region to sort through our abundant needs and high expectations to find the most
cost-effective and efficient transportation solutions. To meet this challenge, East-West Gateway develops a forward-looking plan that best advances the social, economic and
environmental goals of the entire region.
In developing the region's long-range transportation plan, East-West Gateway planners follow a performance-based planning process centered around the transportation customer
that evaluates needs and prioritizes transportation investments against six focus areas including system preservation, safety, congestion, access to opportunity, sustainable
development and the movement of goods.
Throughout the planning process, citizen engagement is key. Citizens representing diverse
interests from across our region are engaged for public input. The public is regularly invited to share their perspective on what needs remain most underserved and what direction the
region should pursue to advance a shared vision.
In August 2005, the federal transportation law Safe Accountable Flexible Efficient Transportation Act: A Legacy for Users was passed. A number of new requirements were
included in the law, and as a result the U.S. Department of Transportation required that metropolitan transportation plans be updated to bring them into compliance with the law.
The Council began the process of updating Legacy 2030 in June 2006 and completed a draft plan in May 2007.
