Legacy 2030

Legacy 2025 guides the investment of more than $14.6 billion in public funds through the year 2025. Responsible planning practices and Federal law require that transportation investment decisions align with the goals and objectives that the region's policymakers have adopted; that the results, overall, will not compromise the quality of the air our citizens breathe; and that the region's governments can reasonably expect to be able to pay for the projects and strategies that are identified in the plan for implementation.  To accomplish this, the Council uses a multi-step, integrated decision-making process in which the procedures for planning and the criteria for selecting projects all link back to the policies and goals set out in the 20-year plan.  In 2005, an updated version of this plan was released as Legacy 2030 .

Air Quality Conformity Determination and Documentation

In accordance with the Clean Air Act Amendments (CAAA) of 1990 and related Federal regulations, the 2025 Long-Range Transportation Plan must be found to be in conformity with all applicable State Implementation Plans (SIPs) and with the mobile source budgets as established by the SIPs before the Transportation Plan may be approved by the MPO and the Federal Highway Administration.

Based on the analysis, the projects and programs included in the 2025 Long-Range Transportation Plan for the St. Louis Region are found to be in conformity with the requirements of the Clean Air Act Amendments of 1990, the relevant sections of the Final Conformity Rule  40 CFR Part 93 and the procedures set forth in the Missouri State Conformity Regulations 10 CSR 10-5.480.

An endeavor as large as updating the region's transportation plan produced several documents and presentations, as noted below:

Citizens' Guides

Transportation planning can be a confusing and intimidating process for citizens not familiar with the ins and outs of the processes and programs.  In an effort to help educate the citizens of the St. Louis region about various aspects of transportation planning, East-West Gateway produced a citizens' guide called Talking the Talk

Public Engagements

To help us understand the interaction of the transportation system with the rest of the region, Council staff conducted a variety of public engagement activities in 2001 and 2002 that were designed to elicit the issues and needs of those who live and work in the St. Louis region.  In addition to the community meetings held around the region, staff also facilitated several topic-specific roundtables and committee work sessions. Public input from these activities helped guide staff in developing the principles and strategies of the Long-Range Plan.
