East-West Gateway is responsible for maintaining and updating the region's Roadway Functional Classification System mandated under federal law. Roadways are classified according to their urban or rural setting and the type of service they provide based on considerations such as: connectivity, mobility, accessibility, vehicle miles traveled, average annual daily traffic, and abutting land use. The purpose of roadway functional classification is to describe how travel is channelized through our roadway network and to determine project eligibility for inclusion in the Long Range Plan and short-range Transportation Improvement Program (TIP).

A roadway must already be classified at minimum as a planned or existing Urban Collector or Rural Major Collector in order to be eligible for federal funds allocated in the TIP. Table 1 shows the urban and rural roadway functional classes. EWG has completed a local functional class procedure manual based on FHWA guidlines.

To maintain the functional classification system, East-West Gateway accepts applications for functional classification revision during the months of May and November each year. A full-scale system wide review is conducted every 3-5 years.

The 2008 revisions to the Missouri and Illinois Roadway Functional Classification maps are currently awaiting final approval from state and federal officials. The latest maps are shown here to bring applicants up to date on recent changes, but it must be noted that these maps are not official until final approval is received.
