December 26, 2012
After taking a short break during the holiday season, we will continue on with hosting the Round 3 public meetings in our Community Planning Areas beginning with January 10th in Northeast St. Louis County. Details for each meeting in January and February can be found under the CPA Info tab, including a customized flyer for each meeting.

As part of the Transit Oriented Development Study funded by the RPSD grant, we have selected five stations to complete more detailed station area plans. Three open house meetings will be held December 11-13, 2012, to gather comments from residents on what they'd like to see happen around these stations. The third round of Community Planning Area meetings starts one week from today - November 8th - with Ferguson and Environs CPA. Details of upcoming CPA meetings, including individual flyers for each CPA, are available under the "CPA Info" tab of this website. After the first three meetings in November, we will take a break in December due to the holidays and then finish Round 3 in January and February 2013. As we confirm the remaining dates and locations, we will share that information. The Regional Housing Assessment has been completed and is available under the "Resources" tab of this website. The Housing Sub-Committee is in the process of determining what recommendations of the Housing Assessment they will focus on in the final housing report, due in July 2013.

Summaries of the Round 2 Community Planning Area (CPA) meetings have been posted online under the "CPA Info" tab. The summaries include summaries of small group discussions and mapping exercises collected at each CPA meeting. This information will be used to help shape the content of the next round of meetings, which will begin in November 2012. We've also compiled the posters displayed during Round 2 into a PDF (also posted under the "CPA Info" tab). Posters cover information relevant to the CPAs such as energy efficiency, placemaking, and green jobs.

As part of the Transit Oriented Development (TOD) Study being funded by the RPSD grant, we have selected five stations within the existing Metrolink light rail alignment to develop station area plans for: North Hanley, Maplewood, Union Station/Civic Center, Emerson Park/JJK, and Fairview Heights. The selected stations are representative of the various types of stations throughout the system, so lessons learned could be useful to other similar stations in the region. We have added several new documents to the RPSD website, including an updated Work Plan Outline, a progress report written by the Applied Research Collaborative, and a report summarizing the results of an online survey administered in early 2012. We will continue to post final reports as they become available, so check back often!

East-West Gateway is pleased to announce the hiring of Vector Communications to develop and administer a public awareness/outreach campaign for the Regional Plan for Sustainable Development. Key pieces of this contract will include developing a new project name, logo and tagline; print materials; project videos; and social media strategies. East-West Gateway is seeking proposals from a consultant or a team of consultants with expertise in sustainable development/practices and regional plan development to provide planning services as part of the Regional Sustainable Communities Planning Grant from the U.S. Department of Housing and Urban Development. Services will include workshops, multiple public engagement events, pilot studies, and to work closely with the Council staff to create a draft and final plan for sustainable development for the St. Louis region.

The challenge for this project will be in distilling all of the various deliverables, data, and information currently being collected by East-West Gateway, its partners and consultants and combining it into a cohesive, practical, and functional package that local residents can use to incorporate sustainable practices into their local communities. A consultant is be sought to help East-West Gateway distill the visions of many community planning areas and many organizations into one regional plan with vision and values that will unite the region while enabling communities to retain autonomy and local vision, values and actions.

Save the date for the next round of CPA community meetings - starting June 27th and taking place over the summer around the region. At the meetings we will share what we heard in the first round of meetings and gather more detailed information on the priorities and concerns of residents, business owners and community leaders. Whether you attended the first round or not, plan on getting involved in the regional planning process this summer.

Next week the City of St. Louis will be holding the next step of its sustainability planning process to share what it learned and gather input in helping prioritize sustainability initiatives in the City. With the assistance of East West Gateway and Focus St. Louis, on the evenings of May 8-10 the City will hold three Community Workshops; these are simultaneously serving as public engagement events for the City as well as the CPA meetings for the RPSD effort. The summaries include findings from keypad polling survey questions and small group discussions collected at each CPA meeting. This information will be used to help shape the content of the next round of meetings, tentatively scheduled for July and August 2012.

Request for Proposals: Public Awareness/Outreach Campaign:
In an effort to increase public awareness of our project and expand our outreach strategies, East-West Gateway is seeking a consultant to develop and implement a Public Awareness/Outreach Campaign for the Regional Plan for Sustainable Development. We are excited to begin the first round of public meetings in the Community Planning Areas (CPAs) this week! Staff have met with many stakeholder groups over the past several months to introduce the project approach, but the official CPA meetings give us the opportunity to hear directly from the residents of our region. Each two-hour meeting is open to the public and will give residents a chance to learn about how their community fits into the greater St. Louis region and have some in-depth discussions with fellow residents about various local topics of interest. In preparation for the first round of public meetings in March and April, we have created a baseline attitudinal survey for the 11 Community Planning Areas. This survey has several of the same questions that the region-wide baseline telephone survey had, so we'll be able to compare responses from the CPAs to the region as a whole. This survey is planned to remain live through at least April 2012 to collect as many responses as possible, but our goal is to have enough responses prior to the first round of public meetings so we can draw some preliminary conclusions about how CPAs compare to each other and to the region as a whole. Anyone is welcome to complete the survey; responses will be grouped according to zip code to allow us to combine responses within CPAs. A link to the 16-question survey is below.

At their meeting this morning, the East-West Gateway Board of Directors approved eleven (11) Community Planning Areas throughout the region. The first round of public meetings are being scheduled for March and April 2012. We will post those meeting times and locations on this website as soon as they are confirmed. In addition, an updated Work Plan Outline is available under the "Resources" tab or by following the link below. This updated Work Plan Outline reflects progress made to date and any amendments to deadlines and deliverables that have been approved by HUD.

We have created summary sheets and location maps for all 11 recommended Community Planning Areas (CPAs) in the St. Louis region. The summary sheets were developed based on the information applicants provided in their applications, as well as data compiled by East-West Gateway staff from various data sources, including the Census. Below is a link to access a PDF containing the summary sheets and location maps. Use the bookmarks to navigate between the various CPAs. The East-West Gateway Board of Directors will be voting to approve the 11 recommended CPAs at their meeting on January 25, 2012.
