Corridor-level transportation planning, which takes place primarily within the context of Major Transportation Investment Analyses (MTIAs), reflects both the region’s concern about coordination and cooperation among the major
transportation planning and implementing agencies and the need for a strategic process to evaluate and advance specific transportation investments. Corridor planning takes needs identified in the long-range plan, refines the understanding of those needs, and evaluates potential transportation strategies to address them. The end result is the selection of an investment strategy that best meets needs in the corridor and which fits within the region’s financial
capacity. Corridor plans are the nexus between the long-range plan and project development. Most corridor-level planning occurs under the auspices of the Transportation Corridor Improvement Group (TCIG). The TCIG, which is housed in the Council’s offices, is a permanent working group jointly staffed by employees of the Council, the Missouri Department of Transportation, and the Bi-State Development Agency. All the corridors defined in this section will be managed
by the TCIG. This section contains three work elements that define various corridor studies or MTIAs taking place or planned in the region. The first element -- Cross-County Corridor MetroLink Segment I: Conceptual Design and Environmental Documentation -- outlines the work that will take place to evaluate and select a preferred design (plan and profile) for a light rail alignment that extends from existing MetroLink in the City of St. Louis through Clayton and south to I-44. This work is subsequent to an MTIA in the Cross-County Corridor and the Board of Director’s adoption of the Segment I option as part of the locally preferred alternative emerging from that study.
The second element -- Major Transportation Investment Analyses: Northside, Southside, and West County Corridors -- encompasses MTIAs that will examine the potential for major highway and transit improvements in each of the three corridors. Both the Northside and Southside corridors incorporate portions of St. Louis City and County; the West County Corridor falls entirely within St. Louis County. The MTIAs are sponsored by the Council in cooperation with the Bi-State Development Agency and the Missouri Department of Transportation.
The third element -- Major Transportation Investment Analyses: Missouri Routes 47, 100, 109 and W/MM -- encompasses MTIAs that will examine the potential for major and low-cost highway improvements in each of the four corridors.
