East -West Gateway was tasked by the State Emergency Management Agency (SEMA), through funding from the Federal Emergency Management Agency (Homeland Security) (FEMA), to develop and prepare a Hazard Mitigation Plan for the five county Missouri portion of the St. Louis metropolitan planning region pursuant to the Disaster Mitigation Act (DMA) of 2000. The DMA requires all states and local governments to have a FEMA Hazard Mitigation Plan in place as a condition of receiving federal mitigation grant funding as of November 1, 2004. East West Gateway, in a collaborative effort with these counties and communities, has completed the Regional All-Hazard Mitigation Plan. This plan was prepared to reduce adverse effects (deaths and property loss) natural hazards only, including tornadoes/severe thunderstorms (downbursts, lightening, hail, heavy rains and wind), floods (riverine and flash floods), severe winter weather (snow, ice and extreme cold), drought, heat wave, earthquakes (landslides, ground failures, slippage), dam failure, wildfires.
SEMA reviewed and approved the plan in 2004.
The plan was also sent to several libraries in the region. We encourage all effected counties, communities and residents to review the plan.
East-West Gateway urged each participating jurisdiction to formally adopt a resolution (as provided by SEMA) in support of the Plan. By adoption of this resolution, those participating jurisdictions were eligible to receive federal mitigation grant funding as of November 1, 2004. This Plan is a voluntary process that in no way states or implies the acceptance of any liability for the success or failure of the program.
