The estimates represent average values derived from housing stock, household, birth and death and school enrollment indicators.  The school enrollment indicator, new to the 2006 series, was added to better reflect migration than did prior series.  This resulted in lower regional and St. Louis County estimates.  An otherwise lowering of St. Louis City's estimates was considerably abated by the inclusion, in the development of the housing stock indicator, of City-generated construction and demolition data, approved by the Census Bureau in the City's successful challenge of Bureau estimates.  Derivation of this indicator used Census Bureau web-posted building permit data and derived demolition factors for the other counties.
