The estimates are for January 1 of the indicated year. They represent average values derived from housing stock, household, birth and death and school enrollment indicators.  The school enrollment indicator, new to the 2006 series, was added to better reflect migration than did prior series.  This resulted in lower regional and St. Louis County estimates.  An otherwise lowering of St. Louis City's estimates was considerably abated by the inclusion, in the development of the housing stock indicator, of City-generated construction and demolition data, approved by the Census Bureau in the City's successful challenge of Bureau estimates. 

Derivation of this indicator used Census Bureau web-posted building permit data and derived demolition factors for the other counties.

Each year's estimate is independently derived from the Census 2000 population, not from the preceding annual estimate.  Accordingly, the estimates do not constitute a strict time series.  They may be viewed as reflecting general trends, however. Since some of the input data are also estimated, previous year estimates are typically adjusted as each annual estimate is made.
