In spring and summer of 2007, a series of meetings was held to develop a transportation plan to meet the needs of the elderly, low-income and disabled. This plan is required by the Safe Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for projects funded under the Elderly Individuals and Individuals with Disabilities (Section 5310), Job Access and Reverse Commute (JARC), and New Freedom programs. Several organizations and individuals that are involved in transporting elderly, low-income and the disabled were asked to participate.
The finalized plan is intended to help coordinate human service transportation programs in the St. Louis region to improve communication and streamline operations for service providers. The key elements of the plan are:
- An assessment of transportation needs for individuals with disabilities, older adults, and persons with limited incomes;
- An inventory of available services that identifies areas of redundant service and gaps in service;
Strategies to address the identified gaps in service;
- Identification of coordination actions to eliminate or reduce duplication in services and strategies for more efficient utilization of resources; and,
- Prioritization of implementation strategies.
