Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program

The Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program provides federal funding to improve mobility for seniors and people with disabilities. This program provides grant funds for capital expenses for Section 5310 Traditional projects, including vehicles and related equipment used to transport seniors and people with disabilities. Funds may also be used for New Freedom Type projects, including operating projects which specifically serve seniors and people with disabilities, travel training to instruct persons with disabilities on using fixed-route bus services, and capital projects to remove barriers at bus stops for persons with disabilities. Funds may also be used for activities related to mobility management.

Call for Projects

East-West Gateway had a call for Section 5310 applications for the St. Louis UZA (see maps – the St. Louis UZA is shown in yellow). The request for projects was for the Section 5310 Traditional projects in the Missouri portion of the St. Louis UZA, and the New Freedom Type projects in the Missouri and Illinois portions of the St. Louis UZA.  The application deadline was Friday, January 13, 2017, but, due to inclement weather, was extended to January 17, 2017.

Designated Recipient

For large urbanized areas, like the St. Louis Urbanized Area (UZA), a public entity must be designated as the recipient of Section 5310 funding. For the St. Louis UZA, East-West Gateway (EWG), Missouri Department of Transportation (MoDOT), Illinois Department of Transportation (IDOT), and Bi-State Development (Metro) jointly administer the Section 5310 program.  

Eligible Organizations

Private, non-profit organizations and certified state and local government authorities can submit an application for Section 5310 Traditional funding. Private, non-profit organizations, state and local government authorities, and operators of public transportation can submit an application for New Freedom Type funding.

Section 5310 Informational Workshop

A Section 5310 Informational Workshop was held on Tuesday, December 13, 2016, at the MoDOT Transportation Management Center in Chesterfield, Missouri, to clarify program requirements, application procedures, project selection criteria, and schedules and procedures.

Coordinated Human Services Transportation Plan

For a project to be considered eligible for Section 5310 funding, the project must address one of the strategies identified in the Coordinated Human Services Transportation Plan (CHSTP). EWG’s CHSTP was updated and approved by the Board of Directors in June 2016 in accordance with federal requirements. Please select the link below to download the 2016 CHSTP.
